As the paper passes through the rollers inside a laser printer, the loose HP toner powder melts and and bind to the paper. The laser toner melts when heated, which is how it bonds firmly to paper during the printing process.

There's nothing more irritating than pulling the tab away from a HP toner cartridge and having it spill everywhere! When toner gets on clothing (which can happen easily), don't panic! It won't form an indelible bond immediately. However, be sure to work on removing the stain as soon as you notice it. The longer the stain is left on the clothing, the greater the chances are of the stain setting.

Unfused toner can be easily cleaned from most water-washable clothing. Because toner is a wax or plastic powder containing pigments and resins with a low melting temperature, it can be cleaned off with cold water.

You will find surely some right ways of treating these kinds of stain. Besides wiping out the articles asap and here are a few other ideas for you:

While replacing the toner cartridge and accidentally spill it out, avoid touching the HP toner, initially, when removing the article of clothing. You may accidentally spread the toner. Go outside to shake the clothing out. This prevents particles from landing on other easily stained items, such as carpeting.
You'll find special designed vacuum cleaners for use in picking up toner in laser printers. Don't try to use ordinary vacuum cleaner to clean it up. This is because of the small particle size of the toner. This will just blow through a standard vacuum bag and really cause a mess.
Fill a sink basin with cold water. Dip the item in the water and agitate the clothing to remove more of the toner. Drain the sink and then run cold water again over the item to rinse it.
A clothes dryer or iron should not be used until all toner has been removed. Air dry the article in the shade or indoors. You must not use a dryer or dry the item in the sun in case any toner particles are left--if any remain, the stain can get set if the clothing gets hot. It will be then be much harder, if not impossible, to remove.
There are some cloths specifically designed to clean up toner. It is a special disposable lint free cloth that attracts & traps toner particles. Statically charged, the yellow cloths are manufactured just to pick up toner with a simple wipe.
